What is the best platform for designing and a hosting a user-created content website?

My friend and I have an idea for a website along the design lines of textsfromlastnight.com and fmylife.com – I grew up with computers and have designed and hosted basic websites before but it’s been 6+ years since then and a lot has changed; I’m suddenly feeling very lost.
