What is the best free software to make a website?

Currently, i use Publisher and I’m definitely not satisfied at all. Can i get a free software for making websites that’s better than Publisher? Also, how can i get these HTML files on the internet. Yeah, i know: “hosting” but i have signed for a paid host and i don’t know how to upload files correctly. Please help, thank you.

You can try the free version of Serif WebPlus located here:  http://www.serif.com/web-design-software/  I don’t know if it has a built-in publisher though.  If it does, just publish it to your domain using your control panel username and password.
