Does anyone know of any free wordpress blog hosts that will let you upload a custom template to use? I’ve been searching but it seems like all of them will only let you use the themes they choose.

They put that restriction in place for a reason… they want you to upgrade to a paid plan. And the really sneaky part is, when you don’t upgrade within a certain time frame, they’ll delete your blog. I’ve had it happen to me. Don’t risk your WordPress blog by using free hosting.
