Cost of making a Website?

Me and a friend want to make a forum-style website and we were gonna use Justhost. But when I asked my dad, he said it costs hundreds of dollars to make a forum. we don’t need anything too fancy. how much does it actually cost after everything is done?!  BTW: we want to pay monthly.
